
Rachel Molly Joseph is DMOI’s Chief of Staff. She has more than 20 years of experience in policy development, government agency operations, strategic planning and program evaluation. Prior to joining DMOI, Rachel served as the Chief Operating Officer of the DC Housing Authority. In this role she supported the Director and the Executive Leadership Team and had oversight for the offices of financial management and administrative services, as well as the information technology and human resources departments. Prior to her time at DCHA, Rachel was the Chief of Staff at the DC Child and Family Services Agency, where she managed the agency's strategic reform agenda. She also served as Chief of Staff to the Deputy Mayor for Health and Human Services. Previously, Rachel was at the Center for the Study of Social Policy, where she was responsible for providing technical assistance to and monitoring of child welfare systems operating under Federal consent decrees to improve practice for children and families.
Rachel has a JD and a Masters in Social Work from the University of North Carolina, and a BA from the University of Pennsylvania. Rachel lives in the District's Ward 4. In her free time, she chases around her four-year-old, who she adopted from foster care.
